1.) Senior Research Officer

Description

We are looking for a talented individual to join the team in IWMI Ghana as Senior Research Officer to provide support in social science research and development activities on REACH-Social Transformation Research project, ClimBer, Nature+, and Regional Integrated Initiatives of One CGIAR, in the Ghana office.

Duties and Responsibilities

REACH-STR project

• Conduct field data collection, secondary data collection, literature synthesis, and assist in field data analysis;
• Publish articles and briefs, based on existing project data, with a specific focus on the Gender and Climate Resilience Work Streams of the REACH-STR project.

2.) Regional Researcher – Climate Adaptation and Governance specialist

Description

The Regional Researcher - Climate Adaptation and Governance specialist is responsible for supporting the coordination of the CGIAR Research Program ClimBeR (Building Systemic Resilience against Climate Variability and Extremes) Work Package 4 of transformative adaptation. ClimBeR aims to transform the climate adaptation capacity of food, land, and water systems in six Low and Middle Income Countries, with the the ultimate goal of increasing the resilience of smallholder production systems to withstand severe climate change impacts. The program will implement a bottom-up polycentric governance process that provides opportunities for self-organization and learning across systems, and independent decision making for adaptation planning and implementation at the local level.

Duties and Responsibilities

• Review and document relevant climate, water and food policy at multi-scales and multi-sectoral levels.
• Lead the development of a polycentric framework for potential climate adaptation plans integrating resilience and adaptive capacity for transformative adaptation in consultation with relevant stakeholders;
• Develop and test an integrated framework with ‘Leave No One Behind Indicators’ incorporating gender and social equity to strengthen polycentric governance that facilitates multiscale, cross-cutting interventions, and co-management of inter-related sectors: water, energy, and food;
• Lead the identification and mapping of multi-stakeholders;
• Coordinate research on stakeholders’ processes and power dynamics;
• Establish and maintain transformative climate adaptation-based partnerships and multi-stakeholder groups across multiscale;
• Support the coordination of multi-stakeholder discussions and knowledge insights.
• Identify early warning to early action and early finance (AWARE) framework and implement it to increase food and nutrition security of vulnerable households;
• Lead strategic and structured dialogues between crucial decision-makers in policy making and investment processes, and ClimBeR project partners to sustain stakeholders’ interest;
• Conduct national policy roundtables to influence climate adaptation/mitigation developments and planning, and government policies on climate change.
• Co-lead analysis of gender roles, across scales and sectors to identify opportunities for transformative adaptation.
• Engage with government departments through training, seminars, and workshops to build their capacities to successfully implement technical interventions, and their implications for adapting to climate change impacts.
• Organize focused training workshops on governance models, indicator framework on AWARE and ClimaAdapt.Gov (including concepts, methods, analysis of gaps in policies and institutional regulations) for planners, engineers, extension workers, young professional groups and community leaders.
• Lead the authorship and dissemination of high quality research findings through journal articles, briefing papers, policy papers.
• Support the overall coordination of Work Package 4 (transformative adaptation) in Senegal and Zambia, and ensure all outputs are achieved and delivered on time. Tasks here will include: planning, coordinating, organizing and implementing research activities and processes; and ensuring timely preparation of project deliverables.
• Organize regular planning and review meetings with all relevant stakeholders and implementing partners.
• Provide technical backstopping to project team/partners and contribute to meetings, seminars, workshops and knowledge outreach forums.
• Assist project management office with financial administration and management.

Qualification Required & Experience

The successful candidate will posses the following:

• A PhD degree in social sciences or a related discipline (sociology, public policy, community development, innovation systems, climate adaptation, and development economics).
• 3 to 5 years of relevant professional experience to bring into the practice of stakeholder engagement covering dialogue, participatory and knowledge co-creation processes, strategy, and foresight as applicable;
• Experience in theorizing, developing conceptual and analytical frameworks, as well as effectively using a combination of qualitative and quantitative research methods, and participatory approaches to design and conduct field research within a systems perspective;
• Experience in institutional analysis to leverage new technologies for community level resilience building for managing climate extremes;
• Knowledge on the digital innovation to promote scalable decision support for innovative community engagement for climate action;
• Understanding of the concept and practice of transformative adaptation and climate resilience, and ability to link it to broader knowledge of climate change;
• Capacity and expertise to work with multiple stakeholders across a wide range of disciplines and governance systems;
• A record of peer-reviewed publications in academic journals;
• Ability to communicate research findings in international conferences, and other platforms and social media in English and French;
• Working experience with international organizations will be an added advantage.
• Strong partnership development skills, and ability to establish alliances and mobilize resources for scaling and sustainability
• Demonstrated leadership and interpersonal skills, facilitation and coordination skills, ability to manage technical team and long term strategic partnerships;

3.) International Researcher – Innovation Scaling Impact Assessment

Description

The International Researcher - Innovation Scaling Impact Assessment will be responsible for implementing research on scalability and impact of agricultural innovations and coordinating Monitoring, Evaluation, Learning and Impact Assessment (MELIA) for the research for development projects that aims to track progress towards achieving project objectives and expected outcomes. The projects include but are not limited to the Innovation Lab for Small-Scale Irrigation (ILSSI), the Africa Research in Sustainable Intensification for the Next Generation (Africa RISING), Societal Development and Ecosystems Conservation in Sahelian Wetlands (SaWEL), Remote Sensing for Water Productivity (WaPoR), Accelerating the Impact of CGIAR Climate Research for Africa (AICCRA), and The Rethinking Market and Value Chains Initiative.

Duties and Responsibilities

MELIA for the innovation scaling research for development projects

• Establish and run a coherent MELIA system to provide reliable data for the innovation scaling research for development projects and ensure the duly submission of project deliverables.
• Supervise the project implementation, including monitoring progress, liaising with all project implementation teams and partners, and reporting on progress both internally and externally.
• Coordinate the updating of MELIA outcomes/outputs/indicators and refine data collection and reporting methods to monitor the progress of activities and outcomes.
• Strengthen the MELIA capacity of project teams and implementing partners to effectively track project results and impact.
• Facilitate baseline and end-line studies on projects’ interventions.
• Facilitate the preparation of project progress reports and updates.
• Assess and reflect on project progress and theory of change (MEL).
• Coordinate the assessment of Evaluate End of Initiative (EoI) outcomes and impacts.
• Act as a focal point for any external project evaluations to be conducted by the donor.
• Other tasks within the context of project implementation (e.g., research, learning events, policy engagement, supervision of research activities, and MSc/Ph.D. thesis writing) as assigned.

Scaling preparedness action (SPA)

• Review the projects’ progress, credibility, relevance, and scaling potential of the tested/developed innovation bundles in the projects.
• Profile the piloted innovation bundles along the intervention process.
• Profile and identify scalable innovation bundles by:
• Designing, updating, and adapting the Causal Impact Assessment Learning (MELIA) along the intervention process to identify uptake and average or potential impact of the piloted innovation bundles; and
• Carrying out the Causal Impact Assessment and assessing the scalability of the piloting/testing/developing innovation bundles (intervention process)
• Prepare the scaling preparedness for the projects’ scalable innovation bundles by:
• Facilitating the development of scaling strategy for the scalable innovation bundles; and
• Catalyzing scaling networks and partnerships

Systemic, adaptive scaling research Implementation

• Conduct research on innovation scaling related to market and value chains, water solutions, and farmer-led irrigation.
• Analyze scaling processes and pathways of the scalable innovation bundles.
• Develop monitoring and evaluation framework for impact assessment of scaling partnership.
• Contribute to the development of systemic, adaptive scaling toolkit®.

Qualification Required & Experience

The successful candidate will posses the following:

• A Ph.D. degree in Business, Human Geography, Sociology, Development Economics, or a closely related field relevant to Water Resources Management, Agricultural Development, and Agricultural Innovation Systems and Scaling, Impact Assessment or similar.
• At least five years of relevant work experience, preferably in areas such as agricultural innovation scaling, value chain development, and private sector engagement.
• Experience in using a combination of quantitative and qualitative research methods and participatory research approaches to design and conduct field research activities across a range of problems, such as:
o) agricultural value chain analysis and market study;
o) innovation scaling partnerships, pathways, and processes;
o) gender equality and social inclusion in innovation scaling; and
o) interactive demand-driven learning for capacity building.
• Results-oriented project management approaches, theory of change approaches, and planning and implementation of MELIA systems.
• Project data management and analysis as well as management of external project evaluations.
• Experience in transforming research into knowledge products for outreach and impact in development, policy, and research in Sub-Sahara Africa.
• A record of peer-reviewed publications in academic journals.
• Ability to conduct research in the areas of irrigation innovation scaling, gender equality and social inclusion, and agricultural value chains in Africa.
• Knowledge and ability to establish, facilitate, and coordinate the operation of the MELIA system.
• Ability to conduct process and impact pathway analysis, and other similar methods such as outcome mapping.
• Good understanding and experience in socio-economic surveys, data management, and data analyses with appropriate statistical tools.
• Ability to apply technical, economic, and institutional reasoning to innovation scaling and policy issues in a critical manner.
• Proven experience in using quantitative data analysis approaches.
• Proven ability to work collaboratively and effectively with academic and non-academic stakeholders.

4.) Consultant: Environment and Sustainable Production

Description

International Water Management Institute (IWMI), a CGIAR Research Center, on behalf of International Potato Cener (CIP) is seeking applications from suitably qualified candidates for a short-term assignment under project titled "Generating Revenues & Opportunities for Women to Improve Nutrition in Ghana (GROWING)".

Project Background

The International Potato Center (CIP) through its host institution in Ghana, International Water Management Institute (IWMI), is seeking to recruit an experienced Environment and Sustainable Production Consultant (ESPC) who is available in July-August 2022 to develop an Environmental Management Plan (EMP) that requires carrying out an environmental analysis and including key activities and indicators for monitoring based on that analysis for the 4.5 year Generating Revenues & Opportunities for Women to Improve Nutrition in Ghana (GROWING) project in six districts in Northern Ghana.

Objective of the Assignment

The purpose of the assignment is to develop an Environmental Management Plan (EMP) that requires carrying out an environmental analysis and including key activities and indicators for monitoring based on that analysis as part of the project’s four-year implementation plan. The assignment has three

major purposes:

1. Build on the analysis conducted at the proposal stage and fully analyze how any project components and activities might present a risk for negative environmental impacts, or a risk for being negatively impacted by the environment, such as by, climate change, natural disasters, water shortages. As well, to further identify any opportunities for the project to have positive environmental benefits. A project area specific climate vulnerability analysis will provide the foundation for this assessment. The project will be working in six districts:

• Saboba and Gushiegu districts in the Northern region
• North Gonja and West Gonja districts in the Savannah region
• Chereponi and East Mamprusi districts in the North East region

2. Design mitigation, monitoring, and institutional measures and actions to:

• avoid or minimize potential environmental risks from the project while maximizing environmental benefits; and
• avoid or minimize any potential negative impacts that the environment/climate change could have on the sustainability of the project.

3. Develop an implementation plan harmonized with other proposed activities to ensure that the proposed environmental mitigation and enhancement measures are implemented effectively, that all project activities are performed in compliance with any applicable environmental legislation, and that any environment and climate change risks associated with the project are properly managed.

In the proposal, the GROWING project assumed that it would have low to moderate environmental risks and moderate environmental opportunities. The major target groups of capacity building, training and extension services provided are the participants, especially women, in small to medium scale food production systems and government and community-selected extension personnel. Through promotion of a sustainable production system perspective, including encouraging rotation, intercropping, mulching, use of organic fertilizers, green manuring, conserving moisture loss, and promotion of more climate-resilient crops and small livestock species. The indirect effects of improved income and productivity could be reduced deforestation and land clearing for getting more cultivated lands. At the market level, environmental awareness efforts will be made to inform consumers and traders about the linkages between a clean environment and food safety, handling of waste, and proper disposal of plastic packaging and/or its replacement with more eco-friendly yet affordable packaging. These assumptions need to be validated through consultation with the literature and interaction with beneficiary communities. Additional entry points for mitigating potential negative environmental effects or generating additional benefits need to be explored.

Scope of Work

The areas that need to be explored include:

• A review of the current policies, legislation, and regulations relating to environmental protection and management, use of inorganic and organic fertilizers, agro-chemical use, and food safety regulations in Ghana
• A description of the physical, biological, and social economic conditions in project target areas (six districts noted above), focused in particular on factors that would hinder or enhance sustainable agricultural production and the maintenance of human health. Consideration should be given to defining which crops are most at risk of malnutrition and poverty under current conditions. Specific attention should be paid to where major irrigation schemes are located and their potential role in production, and impact on the surrounding environment. In addition, at least five specific examples of how communities, particularly women, are currently coping with challenges arising from climate change should be included.
• An examination of current land law and management practice, in regard to resultant consequences for the environment and for women’s engagement in agriculture.
• A comparative assessment of the ecological footprint based on current production systems (including input use) or equivalent smallholder systems of the following crops on the landscape:

o Rice, maize, sorghum, millet, and sweetpotato
o Amaranth, sweetpotato, cowpea, moringa, and baobab leaves
o Papaya, mango, and shea trees

• A concise review of traditional and underutilized gathered and cultivated foods of nutritional value that should be considered for promotion as part of the nutrition education component and inclusion in any sustainable production planning.
• The potential environmental effects of the project and mitigation and/or enhancement measures and the potential effects of the environment on the project, based on the review of relevant literature and focus groups discussions in at least four selected communities with a focus on the selected target crops and the potential differential gender impact of any proposed activities.

Areas to explore include:

• the community’s perception of their vulnerability to climate change and the steps taken to date to address it.
• Enhancing soil fertility and structure, including crop rotation and integrated soil fertility management practices, potential use of cover crops/tree crops, applying organic compounds. The use of rotation and intercropping will break the pest/disease cycles thus reducing the use pf pesticides.
• Improved water management by smallholders
• Pest and disease management using non-toxic compounds and biocontrol options
• Potential testing of Bt cowpea (a GMO)
• Solar disinfection of drinking water and other options such use of moringa seeds for cleaning water for increasing access to healthier drinking water
• Management of manure from small livestock resident in the compound
• Energy management and pollution exposure in the preparation of processed products
• Food safety procedures in product/food preparation in the informal sector
• Waste management, both crop residues and market waste from unsold produce
• Local options for packaging for processed products, and management of waste
• Hygiene practices among food product sellers in informal markets
• Options for lowering the carbon footprint of value chain activities, with a focus on the potential use of digital tools to optimize planning and fuel savings in transport use
• Recommendations of the top eight interventions to be undertaken to mitigate any negative impacts of the project on the environment and the environment on the project, or enhance any positive benefits for the environment, noting cost and gender implications and potential for increasing the resilience of rural households.
• Measurable, affordable indicators for each of the recommended interventions to be integrated into the Project’s PMF, noting the desired frequency of collection and potential for joint collection with community participants.
• An annex briefly describing all projects or government programs encountered during the course of data collection that are engaged in promoting activities to rehabilitate the environment and contact information or are engaged in policy or regulation development.
• The work is expected to be well referenced, with references listed at the end of the report.
• Assist project personnel by developing a draft Environmental Management Plan (EMP), incorporating findings from the assessment report, and noting how people of all genders were consulted during the preparation. This will include:
• Environmental Management Roles and Responsibilities among the project partners
• Policies, procedures, staffing that the implementing organization has in place to support environmental sustainability and ensure implementation of the EMP
• Training and/or Capacity Building Programs
• Schedule of Implementation of Environmental Management Plan
• Budget
• Monitoring and Follow-Up Plan and activities including indicators to be tracked. Plan for reporting on Implementation of the EMP, adjusting as necessary.

Requirements

The successful candidate will possess the following:

• Master’s degree or equivalent university qualification in Agronomy/ Environment, or relevant discipline.
• At least 5 years of experience in agri-food sector experience in Ghana (agricultural value chain and climate change analysis, knowledge of agribusiness or food crop production would be an advantage).
• Previous experiences in identifying appropriate environment indicators and employing appropriate environmental assessments of agriculture and marketing projects.
• Experience in dealing with women smallholder farmers and traders, women entrepreneurs, government officials, NGOs, and agribusinesses.
• Strong technical understanding of experimental and quasi-experimental evaluations, especially impact evaluations.
• Experience in conducting focus group discussions and other qualitative methods
• Demonstrated knowledge on developmental issues and major actors in the climate change space
• Knowledge of the agri-food production landscape in northern Ghana
• Good understanding of environmental and climate change challenges and constraints for women farmers, entrepreneurs, and agribusiness owners in northern Ghana.
• Knowledge of sweetpotato production systems preferred.
• Excellent research and writing skills.
• Advanced knowledge of all MS Office 2010 or 2013 applications, particularly Word, Excel, and PowerPoint
