1.) Head of Agriculture and Food

 

Job Description

TBI supports governments across Africa to implement their developmental vision, through the provision of embedded advisors who provide strategy, analysis and delivery support to government leaders. One of the sectors in which governments are increasingly asking for such support is in agriculture and food transformation, particularly around agro-led industrialisation. TBI is now supporting 16 African governments with this topic, and demand for TBI’s model of support continues to grow.

In 2016 TBI established an Agriculture and Food practice within its Advisory division. The goal of the practice is to support African governments to translate their visions for agriculture transformation into reality, thereby driving broader economic transformation and agro-led industrialisation. This role will lead the work of the practice.

Working closely with the Head of Agtech, the practice is responsible for TBI Africa Advisory’s agriculture, food and agro-industrialisation support to governments:

  1. Strategy: Set and drive the strategic direction of TBI’s agriculture, food and agro-industry transformation work, in collaboration with the Head of Agtech.
  2. Offer development: Continually strenthen our offering to governments in agriculture, food and agro-industry, to ensure increased impact, innovation and success. Areas of focus are:
  3. Agriculture delivery: supporting governments to strengthen their delivery and coordination mechanisms.
  4. Agriculture investment and market systems: supporting governments to scale private investment into inclusive agriculture market systems and in food and agro-industry systems.
  5. Agriculture technology. Agtech is not the responsibility of this practice, although coordination with and support from our Head of Agtech is essential.
  6. Quality of work: Support regional directors, country heads and in-country agriculture and food advisors to ensure a high standard of work supporting governments in this sector.
  7. Funding and business development: Collaborate with the Fundraising team to ensure suitable long-term funding for TBI in this area. This includes the implementation and strengthening of TBI’s agriculture and food fundraising strategy, and the oversight of cross-country agriculture and food programmes.
  8. Thought leadership: Ensure TBI is a lead player driving African agricultural transformation, through a robust public-facing thought leadership agenda on agriculture, food and agro-industry.




Initial fixed term contract of 2 years.

Key Responsibilities

This role is responsible for the success of TBI’s Africa Agriculture and Food Practice and its strategy. The specific tasks of this role holder are:

Strategy setting and implementation

  • With the Head of Agtech, strengthen TBI’s strategy for improving the impact of its work with governments prioritising agriculture and food, and for scaling this work.
  • Implement and scale TBI’s theory of change for agriculture development.
  • Ensure strong working relationships both within TBI and external to TBI to ensure the successful roll out of this strategy.

Offer development

  • Ensure continuous strengthening of our agriculture, food and agro-industry offering, such that it remains anchored to our government-led model.
  • Ensure Africa’s agriculture, food, and agro-industry offering remains relevant and responsive to government needs.
  • Explore innovative ways the Africa agriculture, food and agro-industry offering can increase impact toward socio-economic transformation outcomes in the countries in which TBI works and where there is demand from governments.
  • Ensure a sufficient among of coordination with TBI’s Technology for Development agtech team and TBI’s Technology Development Unit, as well as with other sector practices.

Funding and business development

  • Maintain, improve and rollout TBI’s agriculture and food fundraising strategy, together with TBI’s central Fundraising and Business Development team.
  • Maintain working relationships with critical funders of TBI’s agriculture and food portfolio, and develop these in such a way that they result in suitable and longer-term funding for TBI’s agriculture and food work.
  • Ensure high standard of cross-country programme managers and high standard of award management by programme managers in the agriculture and food practice. Direct and line manage such programme managers, while empowering them to remain closely anchored to other parts of TBI Africa to ensure the government-led nature of their programmes.
  • Build and maintain relationships with senior stakeholders in the wider ecosystem (institutional and country level) to build TBI’s credibility and spot and develop opportunities, including for wider partnership working and funding

Quality of work

  • Develop and maintain a collection of relevant tools, frameworks, best practice and latest innovations in areas such as political economy, value chain facilitation and agric delivery.
  • Develop and maintain a healthy community of practice of agriculture and food advisors in Africa, including relevant staff in other parts of TBI.
  • Conduct induction sessions and staff trainings on ag delivery, market system etc
  • Manage TBI’s knowledge system and partner network for all matters agriculture and food.
  • Work with the HR team to maintain a pool of agriculture and food candidates and short-term consultants and support recruitment of advisors and associates when required
  • Serve as a strategy sounding board and expert advisor to TBI leadership, TBI country projects and programmes on agriculture and food transformation.




Thought leadership

  • In close collaboration with our Africa Director for External Affairs and the Tech for Development Unit, as well as any TBI departments working on agriculture and food policy globally, develop and roll out an agriculture and food Africa thought leadership agenda, to ensure a regular stream of highly visible public engagements on this topic in Africa.
  • Ensure TBI remains a recognised thought leader in agriculture, food and agro-industry development in Africa.

Person Specification

This role requires someone with excellent strategy, management and communication skills, with applied experience in agriculture delivery, market systems, investment or agribusiness . This is a leadership role in a fast-paced team working out of different geographies and in a complex policy area, with many diverse stakeholders, both internal and external to TBI.

The successful candidate will need to demonstrate the following skills, knowledge and experience:

  • Extensive experience in agricultural and agro-industry development in emerging economy contexts, including work experience in Africa. This experience can be in industry, management consulting, government advisory, market systems consultancy or development support. This should include implementing complex strategies and programmes in agriculture market systems, value chain development, agriculture delivery and agribusiness investment.
  • Experience successfully developing and leading a programme of work and managing high-performance teams and programmes.
  • A track record of successfully engaging with a diverse range of stakeholders, including at a high level (e.g. Head of State) and development partners, and demonstrating political savvy.
  • A clear and confident communicator, both written and spoken.
  • An appreciation of government challenges and suitable, pragmatic attitude to working with government leaders and officials, particularly in Africa.
  • Self-starter, motivated and proactive with solutions.

2.) Industry Development Advisor

 

Job Description

The President and Government of Ghana have a vision of a ‘Ghana Beyond Aid’ through job creation and value addition of its natural resources. The government has restored macro-economic stability and strong growth performance and has made a bold and public declaration to accelerate industrialization, particularly through vertically integrated value addition with Ghana’s raw products. This is in addition to a range of other investment opportunities in key national infrastructure, vehicle manufacture, pharmaceutical, garment, technology, petrochemical, retail, tourism, energy and agro-processing industries.

The Ministry of Trade & Industry is tasked with delivering on this ambitious program of industrial transformation, and to do so has put forward a 10-Point Agenda:

  1. Industrial Revitalization Programme
  2. One District One Factory Programme
  3. Strategic Anchor Industries strategy
  4. Business regulatory reforms
  5. Industrial sub-contracting exchange
  6. Industrial parks
  7. Development of SMEs
  8. Export diversification
  9. Enhancing domestic retail infrastructure
  10. Public-Private sector dialogue

In support of this agenda, TBI is seeking an Industry Development Advisor to be based in the Ministry of Trade and Industry (MOTI), working closely with the Minister, Deputy Ministers, Directors, and other key stakeholders to implement economic priority initiatives.

The role will focus on the development of new industries and strengthening of existing industries in Ghana. Given the demand in government, political momentum, global interest and existing TBI’s footprint, we are looking to focus on textile and garment, pharmaceuticals and agro-processing, with flexibility to adapt course if the situation evolves. The role will involve liaising with the private sector in the respective industries to understand their needs and challenges, but will be mostly about facilitating inward investment and supporting MOTI and government put in place the building blocks of industrial policy to ensure a thriving private sector in the focus industries.

The Advisor will be part of a growing TBI team embedded in various agencies of the government of Ghana, working on investment, agriculture, digitisation and health. TBI seeks to provide extensive support to the government of Ghana, leveraging on our expertise and network on delivery, investment and policy; as well as to facilitate cross-government coordination.

This is an initial fixed term role of two years.

Key Responsibilities

Specific duties include:

Facilitate implementation




  • Support government to problem-solve and coordinate the implementation of the development of those sectors, leveraging Ministry’s resources as well as partners’ existing programmes and resources
  • Support senior government counterparts in mapping, engaging and managing key stakeholders, including domestic and foreign investors, development partners and various government institutions
  • Develop a tracking system to facilitate follow-through in MOTI and government, leveraging the wider TBI team, to ensure plans are being implemented and transactions are moving to the next stages. Report to the Minister and MOTI team on progress

Investment promotion and facilitation

  • Identify and support the development of bankable opportunities that help package Ghana’s offer to investors, exploring SEZs and industrial parks in particular
  • Reach out to potential investors and partners and ensure a strong feedback loop between the private sector and government officials facilitating the development of these industries
  • Identify, recommend and facilitate public/private partnerships and/or global development alliances that supports the Government of Ghana industrialisation agenda

Maintain constant knowledge in the key sectors

  • Understand the current situation, the potential / opportunities, and the key challenges for the sectors of focus (pharmaceuticals, textile and garment, agro-processing)
  • Liaise with existing local players and potential international investors to understand the needs of the industry and support government to package the offer
  • Assess critical gaps in Ghana’s offering to these industries and support government to identify specific reforms, investments and actions needed to fill those gaps

Additional duties

  • Bespoke support and advice as relevant to the Minister and MOTI teams on policies and incentives to develop new industries and attract FDI, even outside sectors of focus
  • Maintain active dialogue with international donor community, private sector players, local organizations, partners, building contacts to facilitate TBI objectives in Ghana
  • Coordinate closely with other TBI advisors working on agriculture, health and investment, and contribute to Team Ghana’s objectives
  • Support the Country Head, Deputy Country Head and other team members with team strategy, quarterly and annual reporting, fundraising, monitoring and evaluation

Person Specification

We are looking for an outstanding individual with a proven track record of delivery and industry development in the public or private sectors.

The successful candidate will thrive in an environment where the importance of personal initiative coupled with teamwork is critical. Above all they will build effective relationships, win trust, and help shape and influence change in Government.

  • Ideally 7-10 years’ of experience working on economic development, industrialisation or investment promotion in emerging markets especially in Africa and / or similar contexts, including but not limited to issues related to industry analysis and strategy, market systems development, public-private collaboration, export development, investment facilitation, and value chain development
  • Experience facilitating and attracting companies to set up factories in emerging markets to manufacture for export will be an asset
  • Experience of identifying and resolving project implementation bottlenecks with demonstrable capacity for follow through and delivering of results
  • Experience and exposure to industrial parks and Special Economic Zones in emerging markets would be a strong advantage
  • Political savviness and an understanding of the needs of senior Government officials, whilst being able to work and interact at the highest level of public life
  • Excellent in building and managing effective relationships, including the ability to navigate a complex political environment
  • An ability to work independently, be entrepreneurial, think strategically and translate strategies into delivery plans on the ground, with emphasis on attention to details; with excellent analytical, organizational, communication and management skills
  • Ability to liaise with partner Governments, external bodies, organizations and key stakeholders to deliver the requirements of the office, and TBI in particular
  • Excellent writing, presentation skills and verbal communication skills. Working knowledge of French would be an added advantage
  • Effective inter-personal and leadership skills. Team player with an ability to develop and foster relationships with counterparts across a large organization including with virtual teams
  • A master’s degree in public policy, business, economics, finance, engineering or other relevant fields or equivalent practical experience

Above all, we are looking for individuals with high levels of enthusiasm, resilience, and a can-do attitude. Experience of living and working in developing countries is desirable but not essential.

3.) Enterprise Architect

 

Job Description

Are you excited by the prospect of transforming developing and emerging nations in Africa through the application of technology and innovations across public services, agriculture, and health? Do you have experience of consulting or working in the Tech field and of leading teams to drive systemic and transformative change in an emerging or developing country?

This post is part of our growing Ghana country team and global Tech for Development programme which is enabled by a dynamic external partner across existing and new operations in our Government Advisory and Tech & Public Policy Divisions. This landmark initiative will be delivered across 30 countries, of which Ghana is a priority country.

The Government of Ghana through the Ministry of Communications and Digitalisation is embarking on the design and development of a National Digital Architecture framework to support the digitisation of the country in a manner that captures and benefits every citizen.

Developing this framework requires a determined effort to understand the new reality, in order to resolve the new challenges arising from the internet era, combined with the legacy technologies already in place.

Our main objective in this strategically important role is to support in the delivery of the Government’s digital transformation agenda. We have an advisory team embedded in the Government of Ghana working within the central government to design policies and architectural frameworks. In your role you will consolidate the government requirements (functional requirements) with the technologies (technical requirements) to create an executable future technology Architecture blueprint for the Government. You will also stay on top of the latest trends and technologies and keep an eye out for any software, services or hardware that might improve government processes.

This is an initial six-month senior role requiring an exceptional candidate with relevant expertise and deep subject matter knowledge.

Key outcomes of the role

The key factors to a successful delivery of this project are:

  • TCO of Government of Ghana’s Tech ecosystem significantly reduced
  • interoperability between systems cross Ministries improved
  • harmonious data view over Government of Ghana’s most relevant IT-Systems in order to be ready for the implementation of Big Data capabilities

To achieve this, the post-holder will be expected to:

  • Build productive relationships with key senior stakeholders in Tech within the Government of Ghana with a focus on the Ministry of Communications & Digitalisation as well as other stakeholder ministries
  • Development of a common National Digital Architecture to improve interoperability, uniformity, scalability, cyber security, Big Data capabilities and reduce Government of Ghana’s overall Tech total cost of ownership (TCO)
  • Drive the execution of the National Digital Architecture design with a small talented team of consultants
  • Determine and define the parameters and dynamics of potential project opportunities, including Tech/Digital solutions, Tech resource requirements, Risk Assessment, SWOT analyses, stakeholder/partner analyses and a project plan
  • Perform in-depth Technology Landscape assessments to identify and evaluate the current and future status of relevant technologies as they are developed within the various ministries within the Government of Ghana
  • Keep abreast of the latest Technology Industry architecture standards




Key Responsibilities

  • Strategy and Planning: Write a plan of approach that clearly articulates how the common National Digital Architecture. in scope will contribute to the key objectives as outlined in the key objectives for this role. Integrate this plan with the overall Government strategy, which covers from one tech domain to another. Integrate architecture recommendations within existing architectural frameworks, with the purpose of creating a common National Digital Architecture
  • Government Relations: Establish effective and trusted relationships with the key stakeholders including Ministers, Senior Advisors, Director General’s, and Directors
  • Execution and Monitoring: Establish, review, and maintain project goals and plans. Serve as the focal point for the Tech Architecture development team. Report and engage with the Head Technology for Development Ghana, to drive delivery, ideate, troubleshoot, and manage the initiative across the Ministry of Communications and Digitalisation and overall Government. In addition, it is expected that the post holder supports the Head Technology for Development Ghana in the development of TBI’s Tech for Development country strategy
  • People: Work with the embedded and digital transformation teams at the Ministry to realize the stated key objectives for this role in keeping with the Ministry’s vision, TBI Ghana T4D strategy and the global T4D results framework. Furthermore, it is expected that the post holder will seek alignment and work closely together with TBI’s global T4D Tech Public Policy team if and when relevant
  • External Relations (non-governmental): Engage with relevant external stakeholders such as consultants, International development agencies, Government/Ministries, and agencies
  • One TBI: The post holder will formally report into the Head Tech for Development Ghana, and form part of the wider country project team and global Tech for Development team. Engage with other T4D colleagues providing T4D Tech architecture advisory to government and generate cross-country learnings and best practice contributing to a broader learning culture within the programme

Person Specification

We are looking for an experienced leader:

  • Strong understanding of, and ability to navigate, the Ghana ICT eco-system and government machinery, its structures and operating environment
  • Bachelor’s degree in a relevant field, or equivalent practical experience
  • With demonstrable experience and expertise in cloud computing, systems architecture blueprints, strategy development and enterprise solutions
  • 7+ years’ experience in leading Tech Architecture consulting engagements. Post holder has proven experience in implementing large transversal Tech Architecture changes with direct report to and, or sponsorship from DG’s, Directors and, or Ministers within governments
  • Proven ability to structure, articulate, prioritise, solve, and implement complex Tech Architecture problems
  • Experience working in a developing country on Tech Architectures / projects
  • A clear and confident communicator, both written and spoken
  • Fluency in English required (oral and written)

The following is also desirable:

  • Previous experience in Ghana
  • A strong network in the Tech sector in Africa
  • A track record and ability to speak publicly and represent the Institute and your work to senior stakeholder audiences including government and the international community
