Boren Fellowship Awards for International Students

Boren Fellows have additional guidelines for self-designed research, internship, and study programs.

They are also eligible to receive funding for domestic summer language programs immediately prior to their overseas study.

The Boren Awards do not require grantees to receive academic credit at their home institution for their overseas study.

Many types of programs may be eligible to receive Boren Awards funding, including:

• Study abroad programs arranged by your home institution, a consortium of colleges and universities, or another U.S. institution
• Overseas programs with a robust language component arranged by an independent provider
• Direct enrolment in a foreign university or independent language school.

Eligibility Criteria

To be eligible for Boren Fellowship Awards for International Students, applicants are expected to meet the following conditions:

• Applicants may be matriculated in or applying to a graduate degree program located within the United States and accredited by a body recognized by the U.S. Department of Education.
• Boren Fellows must be matriculated in a graduate degree program by the start date of their fellowship and may not graduate until the fellowship is complete.
• Planning to study in a country of which they are not a citizen
• Eligible graduate degree programs include master’s (MA, MS, MBA, LLM and others), juris doctor (JD), or doctoral (PhD, MD and others) programs. Non-degree certificate programs are not eligible by themselves

In addition to these basic eligibility criteria, the Boren Awards give preference to programs based on their duration, focus on intensive study of a preferred language in a preferred country, and the applicant’s field of study.

The World Bank Robert S. McNamara Fellowships Program (RSMFP) matches aspiring development economics researchers from developing countries with World Bank research economists, creating unique opportunities for the fellows to participate in rigorous policy-relevant research in the World Bank’s Development Economics Vice Presidency (DEC). Fellows will be hosted at the World Bank in Washington, D.C. for 8 months (September to May each year) and work under the supervision of researchers in the World Bank’s Development Impact Evaluation (DIME) and Development Research Group departments, engaging in high-quality and policy-relevant research projects.

By working with World Bank DEC researchers and their external academic collaborators from top universities, fellows will learn current research standards, acquire new econometric skills, and network with leading researchers in their field. They will have a unique opportunity to participate in rigorous policy-relevant research and widen their perspective on potential development questions, and how their research can address challenges in the developing world.

The World Bank Robert S. McNamara Fellowships Program Features

Professional experience: Fellows will work on World Bank projects under the direct supervision of World Bank DEC researchers and will be offered training on cutting-edge research practices and technologies and engage with the World Bank operations. Depending on the nature of projects, fellows may contribute to DEC’s published work, co-author with DEC researchers, join field missions, or directly engage with World Bank clients.

Capacity building:  Fellows will receive a one-week technical onboarding at the start of the program, including training on reproducible research practices. During the program, fellows will participate in hands-on trainings and seminars by top economist, to further build skills. Through their work with DEC economists, fellows will enhance their ability to identify, study, and write about important development policy questions.

Research dissemination: Fellows will be invited to write a blog based on their fellowship research within DEC. This is an opportunity to showcase their research and contribution to development policy discussions. Each year, the top 4 blogs will be published on DEC’s Let’s Talk Development blog.

Eligibility Requirements

To be considered for the RSMFP, applicants must be:

1. Nationals of World Bank WBG member countries, with preference to nationals of developing countries;
2. Fluent in English;
3. Graduates of master’s level studies or currently pursuing a PhD in Economics or a related field;
4. No more than 35 years of age (by June 30 2023);
5. Available to relocate to Washington, D.C. for the duration of the fellowship.

Benefits

• The RSMFP offers a competitive compensation, totaling $44,888 net of income taxes per fellow for an 8-month fellowship (paid in monthly installments). Since the fellows will be hosted at the World Bank in Washington D.C., the World Bank’s HR Operations unit will assist the selected candidates with their ap­plication for G4 visa.

The call for applications for the 2023 United Nations – The Nippon Foundation Strategic Needs Fellowship is now open

The Strategic Needs Fellowship aims to enable the most vulnerable States, particularly least developed countries, small island developing States and landlocked developing countries, to better address strategically important and time-sensitive issues facing them in ocean affairs and the law of the sea. Government officials from these States with a limited background in ocean affairs and the law of the sea, who are filling key positions in their Administration, are provided with in-depth highly customized training on ocean affairs and the law of the sea, with a focus on those areas in which States have identified  critical capacity barriers.

Upon completion of the Fellowship, Fellows are expected to return to their positions and use their training on international legal frameworks, key issues and best practices in ocean affairs, the work of the United Nations, and professional skills, to assist their States in the implementation of the United Nations Convention on the Law of the Sea and related instruments, as well as Sustainable Development Goal (SDG) 14 and other related SDGs.

Fellowship structure, curriculum and deliverables

• The Fellowship consists of a four-month training programme at the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs of the United Nations Secretariat, at the United Nations Headquarters in New York. A highly customized individual curriculum is developed by DOALOS for successful candidates, based on the high‐priority needs identified by their States and with a view to building the capacity of Fellows to assist the State in effectively addressing those needs.

Requirements

Nominated candidates must meet all the following criteria:

1. Must be between the ages of 25 and 40;
2. Must have successfully completed a first-level university degree;
3. Must be Government officials from developing countries dealing directly with critical issues related to sustainable development of oceans and seas including the implementation of the 2030 Agenda for Sustainable Development; national and/or regional ocean policy; establishment of maritime zones and the delimitation of maritime boundaries; coastal zone management; conservation and management of marine living resources; maritime transport and shipping; maritime security; the protection and preservation of the marine environment; and marine science;
4. Their proposed study programme must contribute directly to the State’s formulation and/or implementation of ocean affairs and law of the sea policies and programmes;

• Fellows will receive a stipend each month during their Fellowship, both during their time in New York and, for United Nations – Nippon Foundation Fellows participating in the 9-month programme, during their time at the second phase host institution. The Young African Leaders Programme (YALP) of the EUI School of Transnational Governance (STG) provides a unique opportunity for aspiring leaders from Africa to further develop their policy work and professional skills amidst international experts and global leaders.

In the dynamic academic environment of the European University Institute (EUI) in Florence, selected participants will take part in seminars, trainings and skills development sessions, conferences, and study visits in Europe. Interaction with the other fellows, policymakers and the academic community at the EUI will make this a highly enriching experience.

The fellowship is a full-time and fully-funded programme.

Eligibility Requirements

• Places in the three-month leadership programme are fully-funded with a grant of € 2,500 per month.
• African leaders must live in the area of Florence for the duration of their stay.
• The language of the programme is English.
• The programme targets mid-career, high potential emerging leaders, policymakers, diplomats, and professionals from Africa, working in national and local authorities, regional, continental, international organisations and development partners, civil society organisations, academia, media and the private sector, in Africa.
• The fellowship is open to mid-career professionals and executives under the age of 35 at the start of the programme on 1 September 2023. Women and people with disabilities will exceptionally be considered up to the age of 40 on 1 September 2023.
• Applicants need to be African nationals residing in Africa.
• Special attention will be paid to ensuring access to the programme for young people with disabilities and dedicated measures will be foreseen during the fellowship as needed.

Conditions of the Award

Duration

The Young African Leaders Programme has a duration of 3 months: September to November 2023. During this period, the fellows are expected to commit to the programme full-time.

Residence

Fellows must reside in the area of Florence for the duration of the fellowship so that they can take an active part in the activities of the EUI-STG and the fellowship (with the possibility of short visits outside Florence and Italy as part of the programme). The fellowship cannot be carried out remotely/ online.

Grant

The basic grant is € 2,500 per month.

Successful applicants who receive other grants or salaries must disclose this to the EUI. The amount of the fellowship will be fixed at a lower rate (minimum €1,750 per month) depending on the amount of the additional income (upon production of relevant supporting documents).

If applicable, family allowances will be added to the basic grant (see below).

Family Allowances

A household allowance of up to € 300 per month is paid to a fellow with a partner if the partner lives with him/ her in Florence and on the condition that the partner’s income is less than € 2,000 per month. The sum of income and allowance cannot exceed € 2,000 per month (i.e. if the income is more than € 1,700, the allowance will be paid only to top up to € 2,000).

An allowance of € 200 per month is paid for each dependent child. Fellows are entitled to these allowances if they can declare that they are not receiving any similar allowance from another source, and upon submission of relevant supporting documents (i.e. marriage or partner certificate, or proof of cohabitation in Florence; birth certificates).

For dependent children in full-time education and over the age of 18, a school or university certificate is required. No allowance is paid for dependent children over the age of 26.

Taxation

The fellowship is not taxed by the EUI. Fellows are, however, required to comply with any other tax provisions which may be applicable to them.

Medical Insurance

Fellows must have adequate medical insurance coverage during their stay at the Institute. They can either provide proof of their own insurance scheme, or subscribe to the EUI’s private sickness and health insurance scheme at their own expense
