Canada Restarts Parents and Grandparents Program (PGP)

Canada has reopened its Parents and Grandparents Program (PGP) for 2025—and this could be your chance to bring Mom, Dad, or Grandma and Grandpa home. Below, you’ll find everything you need to know: who qualifies, how to apply, key dates, fees, and the documents you’ll need to cross all the t’s and dot all the i’s.

   

What Is the Parents and Grandparents Program (PGP)?

The PGP lets Canadian citizens and permanent residents sponsor their parents or grandparents for permanent residence. Once approved, they can live, work, and access health care and social benefits in Canada indefinitely.

Who Can Apply in 2025?

IRCC will issue 17,860 Invitations to Apply (ITAs) between July 28 and mid-August 2025. Only those who filed an “Interest to Sponsor” form back in 2020—and never received an ITA from 2020–2024—are eligible this year. If you didn’t register in 2020, you’ll need to wait for a future round.

Out of this pool, IRCC expects to accept 10,000 completed applications.

How the Two-Step Application Works

If you secure an ITA, here’s your roadmap:

  1. Sponsorship Application
    • You, the sponsor, complete the application online.
  2. Permanent Residence Application
    • Each parent or grandparent completes their own application online.

Both applications must be submitted by 11:59 p.m. ET on October 9, 2025, via IRCC’s Permanent Residence Portal: https://www.canada.ca/en/immigration-refugees-citizenship/services/application/account.html

If you’re sponsoring more than one relative, they each need their own permanent residence application. Exceptions to the online-only rule are rare and require special approval.

Required Forms and Documents

Sponsors must submit:

  • IMM 1344: Sponsorship Agreement
  • IMM 5771: Document Checklist
  • IMM 5768: Financial Evaluation

Parents/grandparents must submit:

  • IMM 0008: Generic Application Form
  • IMM 5669: Schedule A – Background/Declaration
  • IMM 5406: Additional Family Information

Application Fees

Sponsoring one parent or grandparent costs CAD 1,205:

Remember to budget extra for:

  • Medical exams
  • Police certificates (valid within 12 months)

After You Apply

Once IRCC confirms receipt, you’ll need to:

  • Complete a medical exam (instructions by email)
  • Submit up-to-date police certificates
  • Provide biometrics

Include a copy of your ITA when you send everything. Missing or late documents can delay—or derail—your application.
