• Capability in equipment overhaul, machine tools operation, welding techniques, NDT execution

Qualification Required & Experience

• Degree in engineering
• 10 years experience in industrial plants as workshop technician during plant operation
• Understanding of the principles of measurement and testing
• Must have machine shop and/or mechanical fitting experience, operating and maintaining workshop equipment (lathe, Milling machines, drilling machine, electronic bench machineries, etc)
• Should be experienced in General Machining, fabrication and Assembly tasks
• Able in Manufacturing metal component and assembling them to construct tools, industrial machinery and machine components

Job Description

Operate and carry out first line maintenance activities as directed by relevant Discipline Supervisor on the FPSO process and utilities plant in a safe and efficient manner, being aware of safety of others, effective utilisation of FPSO systems and processes related to FPSO operations, ensuring compliance with company and statutory requirements and in line with the 35 x Performance standards/associated assurance tasks.

Provides and carry out first line maintenance activities for Topsides and Engine room/Utilities as directed by relevant Discipline Supervisor on the FPSO as outlined in PD below.

Carry out Preventative maintenance and repair work, shutdowns, isolations and planned maintenance in accordance with the CMMS ensuring.

  • All maintenance and maintenance related activities are carried out to the highest standards
  • All test and inspection routines required by the Planned Maintenance System are completed
  • Proper records/history and reports are maintained
  • Review and update Job descriptions for planned maintenance as required

Be familiar with and lead by example with the Facility’s plant and machinery their safe operation and

maintenance and will ensure knowledge of safety requirements including work permit systems, operational and emergency procedures, company policy and instructions.

  • Facility Management Systems Maintenance, Standards and Procedures
  • PTW System Maintenance
  • CMMS Maintenance activities and improvements and purchasing activities:
  • Shutdown and Major Maintenance

Responsible for weekly monitoring checks on safety and production critical equipment, reporting any deviation of set parameters and raise work orders in maintenance management system

Carry out fault finding and diagnostic checks on all vessel equipment, ensuring any repairs are addressed promptly. Ensure critical spares are available and any discrepancy are addressed

Completing and maintaining all documentation associated with Maintenance engineering as required for all maintenance operational work activities

Provides Engineering Maintenance support to achieve and maintain the technical and performance integrity of the FPSO Facility

Complete all work activities in accordance with the Facility standards, Facility Management procedures and specifications

Vendor Maintenance Management:

Ensure that maintenance contractors are managed safely and effectively, providing for FPSO

familiarisation of planned work scopes and work with arranging, reviewing, planning, engaging and management of a vendor as required on the facility to complete work activities.

Qualifications & Experience

  • Degree, Higher National Diploma (HND)or equivalent in Mechanical Engineering
  • 3-5years offshore oil and gas or relevant industry experience
  • Rotating Equipment Experience
  • Maintenance Management systems Experience
  • Maintenance/Production/Marine Operations experience
  • Authorised Mechanical isolating authority
  • FPSO experience. Frontline Supervisory experience and/or training
  • Emergency response duties/fire team trained

2.) Electrical Supervisor

 

Job Description

Supervise and perform all first line electrical maintenance activities on the FPSO process and utilities plant in a safe and efficient manner, being aware of the safety of others, effective utilisation of FPSO systems and processes related to FPSO operations, ensuring compliance with company and statutory requirements and in line with the 35 x Performance standards / associated assurance tasks

Provide and supervise first line electrical maintenance activities for Topsides and Engine room/Utilities as directed by relevant Discipline Supervisor on the FPSO.

Supervise preventative maintenance and repair work, shutdowns, isolations and planned maintenance in accordance with the CMMS.

Supervise the activities of other electrical technicians, mentoring them and working with them and HR in developing a training programme to facilitate and support their career development / progression.

These activities include but are not limited to:

Report the status of all electrical equipment/systems (including interconnecting systems) primarily to the offshore Maintenance function, with a second reporting line to the onshore asset Electrical Engineer

Supervise Preventative maintenance and repair work, shutdowns, isolations and planned maintenance in accordance with the CMMS ensuring.

  • All maintenance and maintenance related activities are carried out to the highest standards
  • All test and inspection routines required by the Planned Maintenance System are completed
  • Proper records/history and reports are maintained





Qualifications & Experience

  • HND or Degree in Electrical Engineering
  • National Vocation Qualification (NVQ) Certificate III Diploma Instrument Process Engineering.
  • Scottish Vocational Qualification SVQ3 – Maintaining Plant and Systems – Electrical
  • At least 8 -10 years offshore oil and gas or relevant industry experience
  • Senior authorized Electrical Person for HV isolations/working.
  • Maintenance Operations experience
  • HV/LV Electrical generation, transformation and distribution plant experience
  • Sound knowledge of HV/LV switchgear, motors, heaters and transformers
  • Sound knowledge of UPS, electrical control, power management and protection systems
  • Maintenance Management systems experience
  • Authorized/ Senior Authorized HV Electrical isolating authority
  • Comp-Ex training/competence
  • FPSO experience

3.) Instrument Supervisor

 

Job Description

  • National Vocation Qualification (NVQ) Certificate III Diploma Instrument Process Engineering.
  • Scottish Vocational Qualification (SVQ3) – Maintaining Plant and Systems – Instrument.
  • 8-10 years offshore oil and gas or relevant industry experience
  • HV/LV Instrument general, transformation and distribution plant experience, with instrumentation electronic, hydraulic and pneumatic plant and equipment
  • Good knowledge of all instrument systems including metering, telecoms, emergency shutdown, fire & gas detection/protection systems
  • Good knowledge of UPS, Instrument control, power management and protection systems, telecoms and satellite TV systems and carry out fiscal metering duties
  • Maintenance Management systems Experience/CompEx certified for HAEE Maintenance Operations experience
  • Have good knowledge of Compression Fittings, Automated Control, Fire and Gas, Telecoms, Fiscal metering and ESD systems
  • FPSO experience. Frontline Supervisory experience and/or training

  • To ensure adequate development of the modeling capabilities of the Department and to supervise the development and maintenance of medium- to long-term modeling systems;
  • To coordinate and be responsible for running the models; and to coordinate, carry out or contribute to studies based on a modeled approach.

  • Ensures and supervises the development of medium- and long-term modeling systems made by the OPEC Secretariat or by outside consultants and to co-ordinate for running the models
  • Ensures the maintenance of proper specifications of the models in use, keeps OPEC Secretariat methodologies continually under review and provides general guidelines for improving methodologies for the models in the Department
  • Conducts or contributes to studies based on a modeled approach
  • Responsible for defining the most reasonable raw input data for and running, modifying and updating the models in the Secretariat; estimating and re-specifying the equations of the models to increase their computational efficiency

The Department
The prime objectives of the Department are:

  • To provide pertinent and reliable information and analyses in support of decision-making and policy-making in Member Countries.
  • To carry out, on a continuous basis, research programmes and studies on short-term petroleum market developments with the aim of issuing reports on a regular (i.e. daily, weekly, monthly and bi-monthly) as well as ad hoc basis highlighting important issues for their use and consideration.
  • To conduct regular forecasts, elaborate and analyze oil market scenarios and prepare and publish reports on these findings.
  • To promote OPEC views and technical analysis on short-term oil market developments to the industry at large and general public via the OPEC Monthly Oil Market Report (especially the feature article) as well as other reports, presentations and related pod casts.
  • To prepare and contribute to reports to be submitted to the ECB, the BOG and the MMSC as well as papers for various OPEC publications.

Objective of Position

  • To monitor and analyse the short-term impact of financial market developments, in particular commodity markets on petroleum markets as well as the  performance of major oil companies, including national oil companies; and
  • To carry out special studies on pertinent issues.




Main Responsibilities

  • Studies financial markets, in particular commodity markets as well as covering developments in currency, equity, bonds, interest rate markets.
  • Analyses the impact of financial market developments on short-term developments in the petroleum market.
  • Studies developments in world financial instruments, finance institutions and related issues.
  • Carries out analyses of the short-term financial performance of major oil companies, including National Companies and evaluates the short-term impact on the oil industry.
  • Consolidates findings of the above analyses and prepares and issues reports thereon.
  • Carries out any other tasks assigned by the relevant superiors as pertain to his/her background, qualifications and position.

Required Competencies and Qualifications
Education:

  • University Degree in Economics, Finance, and/or Business Administration
  • Advanced Degree preferred

Work Experience:

  • University Degree: 8 years, preferably relating to the oil sector
  • Advanced Degree: 6 years.

  • The Data Services Department collects, retrieves and provides statistical data as support to the research and analytical studies in the other Research Division Departments and other activities of the Secretariat.
  • It also develops up-to-date IT applications and database systems, and provides specialized relevant documents and references.
  • The Department has the responsibility of a central, timely provider of reliable up-to-date data, documentation and information pertaining to oil markets in particular and energy markets and related issues in general as well as rendering IT development services.

Objective of Position

  • To assist the Head of Data Services Department and to coordinate, supervise and carry out statistical activities, to manage and guide staff assigned to the Statistics Group in identifying, collecting, storing and retrieving statistical data for the Secretariat and in providing statistical assistance to researchers in the Secretariat;
  • To carry out statistical research in energy, oil and economics related projects and other administrative tasks relating to the Group.

Main Responsibilities

  • Plans, develops, organizes, coordinate and supervises the activities relating to statistical data support and analysis and coordinates staff assignments within the Group
  • Guides staff in the group in compiling and analyzing statistical data as reported by Member Countries and secondary sources
  • Supervises the staff in the group in maintaining and updating the statistical database of the Secretariat
  • Guides the Department’s staff, in close cooperation with the staff of other Departments in the Secretariat, to generate and improve the statistical data reporting by the Secretariat
  • Maintains and develops networking with other national organizations to improve the quality of statistics data in the Secretariat
  • Coordinates and assists the Head in administrative matters referring to the Statistics Group

Job Description
SPIE Services Nigeria Limited is currently looking for a Punch List Coordinator to join her work force here in Nigeria.

The Punch list Coordinator task includes:

  • Follow the overall punch list system and define priority in line with Subsystem completion.
  • Issue daily punch list progress reports & break down reports by discipline & material for the Construction Superintendents, Construction Manager and Commissioning Manager.
  • Review all punch lists issued prior to submittal to Database Administrator
  • Ensure that the Field Punch List form is filled in correctly and that the punch list items are properly described and pertinent to the associated system / subsystem and are legitimate with respect to project specifications, safety rules and industry practices before sending them to Database Coordinator for registration
  • Monitor and supervise the clearance of such items by the contractor and subcontractors
  • Make sure all punch lists from Factory Acceptance Tests (FAT’s) are cleared before Ready For Commissioning (RFC) walk down
  • Expedite the review and signing of the completed punch lists so as to ensure the completion of the systems and subsystems in a timely manner
  • Follow the introduction and progress of punch lists through all phases of completion dossiers
  • Coordinate the task completion and punch list management, tracking and updating the master punch list database.
  • Coordinate and follow up of material status in conjunction with the Plant
  • Supply Chain Coordinator making sure all specific punch lists associated with the delivered materials are being tracked, cross referenced and cleared.
  • Actively involved in construction, pre-commissioning & commissioning activities identified for specific systems and sub systems in the work packages to achieve RFC & AOC, line walking of systems with Supervisors for punch entry / closure.
  • Make sure Contractor follows up and closes out priority punches, doing a work look ahead to order missing material for priority jobs for RFC / AOC.
  • Export the spread sheet from database, populating, updating and filtering the database export spread sheet on a daily basis and distribution it to the Plant Construction Team on a daily basis.

Profile

  • Proven experience in construction and commissioning background within the Oil and Gas Industry
  • Previous experience as a Punchlist Coordinator in major Oil / Gas Project
  • OPERCOM methodology and ICAPS database experience
  • Extensive knowledge in Completion methodology
  • Must have a significant knowledge of the oil and gas industry, preferably gained working for an Operator.

Job Purpose

  • Be responsible/and to complete maintenance activities on power turbines by planning, organizing, and controlling projects; completing quality inspections; supervising sub-contractors and staff.
  • Reporting to the CSR, provide technical support, responsible of running and monitoring of 5 Rolls Royce turbo-generators and 3 Thermodyn turbo-compressors .

  • Insure that the installation of the equipment is properly done with access for the maintenance.

  • Be proactive to highlight any issue to the Project Management.

  • With the contractor, review the needs for consumable and temporary equipment required for the commissioning on shore and offshore.
  • Follow-up the punch list items issued by the Contractor and if deems necessary issue additional items which shall be recorded in the ICAPS system, and follow-up the clearance as per the OPERCOM procedure.
  • Liaise with the Commissioning Site Leader and the different Systems Engineers and his counterpart in engineering/construction Company team to coordinate his activities and make sure the progress is in line with the Project planning.

Pre-Commissioning and Commissioning Execution Phase (Offshore) :

  • To supervise the execution of commissioning of piping, To plan the mobilization of the Vendors in accordance with the Project planning and the commissioning progress.
  • To monitor and to follow up the execution of offshore completion activities to achieve the commissioning safely and prepare a smooth hand over the Production team.
  • To validate the results of the functional and operational tests.
  • To manage the commissioning punch list, issue new items if necessary and follow-up the clearance as per OPERCOM procedure in close cooperation with the construction team.

General Background

The Supporting Africa To Be Climate And Natural Resources Smart (SUCCESS) Programme Aims To Address Cross-border Challenges In Areas At The Forefront Of The Climate And Poverty Agenda
Reducing resource degradation by improving water, land and forest management;
Increasing opportunity to build climate change into key sectoral decisions by improving use and generation of climate and weather information;
Generating sustainable growth and wellbeing by facilitating low carbon development; and – Supporting local capacities (policy, institutional, technical, financial) to build regional resilience to climate and natural resource risks.




The regional programme will implement activities aligned to four focal thematic areas: Transboundary water management; natural resource management and reducing degradation for poverty reduction, including forestry; weather and climate information services; and low carbon energy development and energy access. The programme is anticipated to be tendered in Q2 2021.

Role Purpose

• The Team Leader is responsible for addressing project objectives, and leading the team to deliver results.
• A key requirement of this role is to ensure that the objectives, deliverables and outcomes are met and that the team adheres to client (the Foreign, Commonwealth and Development Office) operational, commercial and reporting requirements. Therefore, experience working with the FCDO or its predecessors would be very advantageous.
• The Team Leader will be responsible for overall leadership, management and delivery of the programme, and will sit as part of the senior leadership team.
• The Team Leader will oversee the long term expatriates, short term experts and local staff in achieving project results. There will be a need to undertake regular assessment of the broader political environment within which the project operates to ensure flexibility and rapid reprioritisation of activities when necessary.
• In addition, the Team Leader will represent the programme on behalf of Chemonics and the client to government officials, stakeholders and partner organisations.
• Strategic leadership of the team, including technical professionals, also forms a large part of this role, so it is essential that the individual has demonstrable experience of doing this remotely.






Key Responsibilities

• Managing relationships with internal and external stakeholders, whilst ensuring that Chemonics policies and best practices are always adhered to.
• Engaging with country governments, private sector organisations and key partner organisations.
• Leading a team of technical experts to ensure the main elements of the programme are delivered accurately, timely and to budget.
• Ensuring contractual deliverables are met, and to anticipate any delays that may occur in a timely manner, identifying risks and providing solutions
• Oversee contractual and financial matters with donors and key partners and play a key role in the preparation of budget.
• Regular drafting and compilation of monthly, quarterly and annual reports.

Qualification Required & Experience

Experience, Skills And Qualifications

• High level strategic visioning and project management, preferably with experience in managing complex activities involving coordination with multiple partner institutions.
• Proven leadership in the design, management, implementation, monitoring and evaluation of FCDO programs.
• Extensive experience working with project counterparts, particularly senior-level officials from the government, private sector and civil society.
• Technical experience preferred in one or several of the following: transboundary water management, natural resource management, weather and climate information services, low carbon energy development and energy access
• Demonstrated leadership skills necessary to develop, articulate and carry out a vision for the project.
• Prior experience as either a Team Leader, Chief of Party, Country Director or similar, specifically with the FCDO or any of its predecessors.
• Experience preferred in one or several of the following countries: Egypt, Ethiopia, Niger, Zambia, Senegal, Mauritania, Mali, Niger, Chad, Zimbabwe, South Africa, Burkina Faso, Ghana, Togo, Congo, DR Congo, Ethiopia, Tanzania, Malawi, Mozambique, Madagascar

2.) Vaccine Logistics Officer (VLO)

 

Chemonics International, a US-based international development consulting firm, seeks an experienced Vaccine Logistics Officer (VLO) for the United States Agency for International Development (USAID) Global Health Supply Chain Program–Procurement and Supply Management (GHSC-PSM) Ghana. He/She will be responsible for will primarily provide technical support to the Ghana Health Service, Expanded Programme on Immunization (EPI) to complement central level EPI logistics staff to support Ghana Integrated Logistics Management Information System (GhiLMIS) utilization within the program. The VLO will work with central level EPI staff to ensure that all needed transactions on the covid-19 vaccine and other vaccines plus associated consumables are appropriately captured in the GhiLMIS system, generate the relevant reports, and share with the central level program leadership to promote improved supply chain decision making and effective implementation of the vaccination program. In addition, the VLO will be responsible for providing technical assistance for enhanced and sustained use of GhiLMIS at both central and regional level.

Duties and Responsibilities (GhiLMIS Implementation):

I. On Boarding Data Validation

• Support and ensure the collection and consolidation of accurate data for on-boarding of health facilities onto GhiLMIS; Validate data collected for onboarding to ensure data integrity and data consistency in the GhiLMIS solution

II. Inventory Management

• Ensure all COVID vaccine related data is accurately captured in the system
• Generate COVID related reports to central level program leadership
• Review vaccine data from districts cold chain stores yet to be onboarded and conduct inventory adjustments at the RMS to ensure system stock matches physical stock on hand.
• Work with regional EPI Coordinators and/or RMS managers to plan and execute cycle count for all commodities based on established regional schedule
• Provide support for adjustments (if any) and closing of cycle counts (stock taking) to ensure accurate data
• Work closely with the regional EPI Coordinators and/or RMS managers to generate orders for program commodities from the central level.






III. Generate Reports

• Ensure needed reports including inventory and stock status reports are generated from the system to support management decision
• Generate reports which would be used for auditing purposes as well as track system utilization.
• Support design and build new reports to improve efficiency
• Work with relevant staff at EPI to generate regular (daily, weekly, monthly) reports relating to stock levels, re-order levels, distribution plans, stock forecasting for COVID-19 vaccines and supplies and GhiLMIS stock monitoring to reduce excess stock/ avoid stock-outs.

IV. Ensure GhiLMIS system utilization

• Conduct periodic review of system usage and provide feedback to the GhiLMIS team.
• Discuss system usage analytics report with specific stakeholders and support development of mitigation strategies
• Conduct supportive Supervision to provide end-users with on the job training to ensure system usability as well as provide functional support to addressing functional and viability issues
• Provide an oversight to the users on the use of the system and address any key concerns and questions that users may have. The oversight will also assist identifying which sites may need further handholding after training
• Provide Technical Assistance to Regional and District EPI coordinators to ensuring that all transactions (issues, receipts, discards, transfers etc.) of COVID-19 vaccines and related commodities such as syringes are entered in the GhiLMIS at all levels of the vaccine supply value chain
• Provide helpdesk support to EPI coordinators at the regional and district levels in respect of GhiLMIS and escalate concerns to the national level helpdesk team
• Undertake field visits to monitor the implementation of the GhiLMIS and provide technical inputs to address gaps and bottlenecks in the implementation of the system
• Any other duties assigned by the Supervisor.

Qualification Required & Experience

• Applicants must possess at least a Medical, Pharmacy, Public Health, Supply Chain Management or Health related degree from a reputable University. Advanced qualification in the above or related field of study will be an added advantage.

Experience, Skills & Abilities:

• A minimum of 5 years of professional work experience in health commodity management or supply chain related functions.

Locations: Abuja (FCT), Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Benue, Cross River, Delta, Edo, Ekiti, Enugu, Imo, Kebbi, Ogun, Ondo and Oyo

Requirements

  • Minimum of an OND in any Social Science, Management, Accounting, Finance, Engineering, or any related discipline. (First degree is also accepted).
  • Minimum of 2 -4 years’ work experience preferably in a sales function

NoemDek Graduate Oil & Gas Management Trainee 2021 | Program Summary

  • The Internship Program is a career differentiator for program members. Only 4 candidates will be selected each year to join the program. Candidate Eligibility

  • Minimum of a 3.5GPA
  • Minimum typing speed: 40 wpm.
  • Prior intern or co-op experience, or relevant work experience (0-3 years) preferably in oil & gas, energy, or logistics.  All businesses have a preference for relevant industry experience.
  • Bachelor’s degree in Business, Finance, Engineering, Mathematics preferred
  • Strong communication, interpersonal, and leadership skills
  • Strong analytical skills
  • Post NYSC or Pre NYSC may apply
