The Echidna Global Scholars Program at the Center for Universal Education (CUE) at Brookings seeks to catalyze and amplify the impact of local leaders working to advance gender equality in and through education across the Global South.

During a six-month fellowship, Echidna Global Scholars conduct individual research focused on improving learning opportunities and life outcomes for girls, young women, and gender non-conforming people, develop their leadership and evidence-based policy skills, build substantive knowledge on gender and global education issues, and expand their pathways for impact. Upon completion of the fellowship, scholars transition to the Echidna Alumni Network, a growing community of practice aimed at promoting their significant, sustained, and collective influence on gender-transformative education globally and locally.




The Echidna Global Scholars ProgramΒ (the Program)Β aims to strengthen the capacity of local leaders toΒ advance gender equality in and through education across the Global South.Β During aΒ six-month Fellowship at Brookings, ScholarsΒ conduct individual research focused on improving learning opportunities and life outcomes for girls, young women, and gender non-conforming people, develop their leadership and evidence-based policy skills, build substantive knowledge on gender and global education issues, and expand their pathways for impact. Upon completion of the fellowship, scholars transition to the Echidna Alumni Network, a growing community of practice aimed at promoting their significant, sustained, and collective influence on gender-transformative education globally and locally.

The Fellowship consists ofΒ twoΒ phases:

  • Pre-residency:Β sets the basis for the research training, leadership, and strategic impact components of the program. With the support of CUE fellows, scholars begin an intensive period of in-country data collection and analysis, accompanied by a series of virtual workshops, group working meetings, and individual advisoryΒ sessions.Β Scholars are introduced to the leadership concepts and tools that will be the focus of the leadership development program throughout the FellowshipΒ andΒ begin developing their impact strategy, identifying andΒ engagingΒ with local stakeholders.
  • Residency: the residency periodΒ in Washington, DCΒ focuses primarily on expanding Scholars’ reach and impact through publication and dissemination of Scholars’ research on Brookings’s multimedia platforms, strategic impact capacity building, leadership development, and networking. The residency phaseΒ is designed to help scholars strengthen their impact by teaching best practices for analyzing, communicating, and leveraging research for policy contexts and key audiences, as well as expanding Scholars’ networks and promoting visibility through Brookings conveningsΒ andΒ strategic collaborations,Β culminatingΒ inΒ the Girls’ EducationΒ Research and PolicyΒ Symposium.

Education/Knowledge/Skills:

TheΒ Program selects professionals with substantial experience in and ties toΒ the Global South, aΒ clearΒ intent to return to the Global SouthΒ after completing the period of residency at Brookings, and a passion and demonstrated commitment toΒ improving learning opportunities and life outcomes for girls,Β young women, and gender non-conforming people in and through education.


Knowledge/Skills Requirements:

Successful applicants will have an intimate understanding of education development issuesΒ and gender, strong analytical and writing skills,Β theΒ ability to collaborate with others,Β openness to give and receive feedback,Β and theΒ capacity and desireΒ to learn with speed and flexibility.Β Β AllΒ Echidna Global Scholars mustΒ demonstrateΒ proficiencyΒ in English.

Benefits

  • Applicants selected for theΒ Fellowship will receive a stipendΒ totaling $22,500Β USDΒ to support living costs during the pre-residency and residency periodsΒ (subject to U.S. tax withholding and reporting).
  • In addition, CUEΒ will cover theΒ costs associated withΒ theΒ visaΒ process, single-occupancy housing for theΒ three-and-a-half-monthΒ residency period, round-trip travel expenses, and a limited health insurance plan.


Program Requirements:
Echidna Global Scholars must be available for a full-time, on-site affiliation with the Brookings Institution for the entire duration of the residency and must be able toΒ participate fully in the pre-residency activities,Β including the completion ofΒ pre-arrival data collection.

Term of Program:Β 
The research project must take placeΒ withinΒ aΒ 6-month timeframe of pre-residency and residency work.Β Data collection must be completed by the scholar at home prior to the start of the residency at BrookingsΒ in Washington, D.C. Analysis and writing must be completed during the residency. TheΒ fellowshipΒ will beginΒ on or aroundΒ July 3, 2023Β and end in mid-DecemberΒ 2023. Scholars must also participate in the leadership developmentΒ componentΒ throughout the program, including pre-residency components.
