Purpose of Activity / Assignment
- The purpose of this consultancy is to ensure effective coordination of the communication efforts, as part of the preparedness, implementation and monitoring of polio and routine immunization, particularly in the southern states of Nigeria.
- In 2020, Nigeria was declared Wild Polio Virus (WPV) free for having gone without any WPV case for over four years. However, Nigeria is still experiencing outbreaks of cVDPV2 (circulating vaccine derived polio virus type 2) due low routine immunization coverage, which is further complicated by the ongoing COVID-19 pandemic.
- Nigeria first experienced a major cVDPV2 outbreak in 2018 when the country had 34 AFP (Acute Flaccid Paralysis) cases of cVDPV2 in the northern states.
- Although the number of cVDPV2 cases from AFP decreased to 18 in 2019, the outbreak spread to more states, including some southern states which were not considered as polio high-risk.
- Starting from Kwara state in 2018, cVDPV2 inched its way southbound, recording cases in Kwara, Kogi, Ogun, Osun, and Oyo in 2019, and venturing further to Anambra, Delta, Bayelsa and Abia in 2021. Since most of the polio efforts and human resources were concentrated in the North, Southern states had much difficulty battling the outbreaks and coordinating organized campaigns for polio.
- In 2020 the number of AFP cases due to cVDPV2 was eight and so far in 2021, the AFP cases are 49. The eradication success is fragile because immunization coverage is still low.
- The spread of the cVDPV2 in the country is driven by low population immunity due to low routine immunization coverage. With an estimated 4.3 million unimmunised children in 2018, Nigeria has the highest number of unimmunised children globally with 33 per cent routine immunisation coverage (2016 MICS/NICS).
- Thanks to innovative strategies to strengthen routine immunization through the National Emergency Routine Immunization Coordination Centre (NERICC) framework, there was an increase in routine immunization coverage: 50 per cent (NDHS, 2018) and 57 per cent (SMART Survey, 2018). Still, routine immunization performance in Nigeria has remained sub-optimal for over ten years according to the national demographic health surveys (NDHS) of 2003, 2008, 2013 and 2018, which puts the national Penta3 coverage at 21 per cent, 35 per cent, 49 per cent and 50 per cent, respectively.
- The national immunization coverage surveys conducted in 2007, 2011 and 2016 also showed that the country’s reported Penta3 coverage rates of 28 per cent, 37 per cent and 33 per cent respectively, far below the acceptable target coverage of 80 per cent.
- Against this backdrop, UNICEF is looking for Social and Behavioural Change (SBC) consultants that will be focusing on supporting the southern states, specifically Port Harcourt and Lagos, in its outbreak response and campaigns and strengthening routine immunization. Under the supervision of UNICEF C4D manager/specialist in Abuja in coordination with specialists and in the field offices, they will provide technical support to UNICEF and the subnational governments to plan, implement, monitor and document high quality social mobilization and community engagement in support of polio and non-polio SIAs and routine immunization strengthening activities.

Scope of Work
The specific objectives of the consultancy are to:
- Conduct mapping of social mobilization potentials in the southern states which might include current government initiatives such as ward development committees, social mobilization committees, as well as non-government institutions such as local civil society and faith-based organizations that can be leveraged as social mobilization network in the south.
- Develop strategy and implementation plan on how to leverage, organize the social mobilization potential network in the southern states in collaboration with UNICEF, the National EOC and the state governments.
- Collect data from the state and analyze data for specific trends/patterns of non-compliance, poor coverage, dropouts, left-outs etc., and undertake coordinated action to facilitate the process of reaching such communities/households.
- Support the states through UNICEF Field Office to develop and implement evidence-based demand generation initiatives for routine immunization and polio SIAs.
- To support planning, implementation and monitoring of social mobilization strategy in the southern states in close collaboration with the state PHCDAs, especially with state health educators and UNICEF field offices in the southern part of Nigeria.
- Support the development and dissemination of culturally sensitive communication messages and materials.
- Advocate with State/LGA/Ward policy makers, religious and traditional leadership for support for the implementation of polio campaign activities and routine immunization.
- Facilitate training of various stakeholders in social mobilization activities, including interpersonal communications.
- Support any emergency non-polio SIAs, such as COVID-19, as required by the organization.
Minimum Required
- At least three (3) years progressively responsible professional work experience with national and international humanitarian organisations in programme planning, management, monitoring and evaluation of programmes.
- Experience in social mobilization, advocacy and communication in health-related programmes, training/capacity building, team leading and team building.
Desirable:
- Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills
- Strong analytical (including data), negotiating, communication, and advocacy skills
- Computer skills, including internet navigation and various office applications
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization
- Working experience in UN or other international development organization.

4.) International Consultant - WASH Sector Theory of Change

Purpose of the Assignment
- The purpose of this assignment is to facilitate the development of a national WASH sector comprehensive analytical Theory of Change 'Theory of Change (TOC)' document through engagement with Government at federal and state levels, UN agencies, Development Partners and Private Sector actors for the facilitation of a clear and detailed comprehensive conceptual framework of the WASH sector in Nigeria that is aligned to national priorities and SDG 6 and contributes to Child Survival and Development.
- In 2019, UNICEF carried out an evaluation of the FGN/UNICEF WASH programme 2014 - 2017. One of the recommendations of the evaluation was the development of a theory of change for the sector in collaboration with the Government, UN agencies, development partners and the private sector with the aim of aligning the FGN/UNICEF WASH Programme with SDG 6, UNICEF's global WASH Strategy 2016-2030 and the National priority of ending open defecation by the year 2025. Therefore, the theory of change will support future programming, specifically geared towards access to and use of safe and sustainable water, sanitation and hygiene for all and its impact on child survival and development.
- The consultant will assist the WASH Section to address this recommendation of the evaluation report by facilitating the process of developing a ToC for the WASH sector. This will be achieved by engaging with government, development partners, the private sector and UN organizations and agencies in Nigeria involved in WASH interventions. The individual consultant would be expected to do a desk review of relevant documents and facilitate workshops and a consultative forum that will lead to the development of a ToC that is accepted by all stakeholders and addresses the need of the sector.
Scope of Work
- The individual consultant will work closely with the Federal Ministry of Water Resources (FMWR), National Task Group on Sanitation (NTGS), the Clean Nigeria Campaign (CNC) Secretariat, States governments UNICEF Country and Field Office colleagues and other stakeholders in the sector to develop a sector wide Toc.
- This task will involve a review of national plans, strategies and priorities for the sector, facilitation of a stakeholders' forum and workshop for the development of a theory of change. A final report of the process and copies of the theory of change.
- The expected deliverables for this activity are: 1) A comprehensive analytical ToC document of the WASH sector in Nigeria including an executive summary, a diagrammatic representation, and two-pager infographics; and 2) a narrative report of the assignment.
Reasons why consultancy cannot be done by staff:
- The consultancy will be working directly with Government partners, and stakeholders in the sector. Having an external person to facilitate the development of the sector-wide ToC fosters ownership of the process and the output by government partners and stakeholders.
- The section does not have human resource capacity and time to engage with this process directly at the moment, hence the need for an individual consultant.
- This Consultancy will contribute to output 2.1 of the FGN-UNICEF rolling workplan for 2021 - 2022. Cost will be covered with funds in regular resources.

Total Estimated Consultancy Cost:
- The estimate cost for the consultancy is $25,000. However, actual cost will be determined by the quoted fees of the selected candidate but not exceeding the estimated amount.
Minimum Qualifications Required
Knowledge / Expertise / Skills Required:
- Advanced University Degree (Master's or higher) in: Social Sciences, Development Studies, Public Administration, Sociology or any other related field of study
- S/he should have at least eight years working experience in the WASH sector.
- S/he must have experience in WASH Programme design and Administration, Sociology or any other related field of implementation especially as it relates to systems development study and capacity transfer.
- S/he must have verifiable evidence of having developed a theory of change for a government, international or multinational organisations or development programme.
Costs indicated are estimated. Final rate shall follow the "best value for money" principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump-sum travel and subsistence costs, as applicable.

Purpose of this Post
- Under the guidance of the Child Protection in Emergencies (CPiE) manger, provide programme guidance and technical support to enhance UNICEF`s approach on child protection in emergencies, particularly on children formerly associated with armed groups and unaccompanied/separated children in the north east of Nigeria;
- Oversee and coordinate the overall planning and management of the child release and reintegration programme, including prevention of child recruitment and implementation of Action Plans with armed groups;
- Develop and improve technical support for programme approaches, including the strengthening of case management for child protection;
- Support the handover of children and women associated with non-state armed groups to state entities and to ensure their safe, supported safe return and reintegration and recovery from their experiences.
Key Assignments / Tasks
- Lead the implementation of social and economic reintegration for Children Associated with Armed Groups (CAAFAG) and monitoring, planning, implementation and management of the reintegration grants including EU grants, prepare donor reports, develop works plan for the reintegration grants.
- Work with partners to ensure better reintegration of children who were associated with None State Armed Groups (NSAG) and including girls and women who have suffered conflict related sexual violence, through the provision of individual psychosocial support, empowerment/livelihoods, peer group support, family tracing, reunification and reconciliation, and community dialogue to promote return and reintegration
- Work with State ministries and other actors to implement community based social and economic reintegration strategy for children associated with armed groups including survivors of conflict related sexual violence. Provide technical guidance for implementation of the strategy and programme on the reintegration of Children Associated with Armed Groups (CAAFAG).
- Support the development of community-based reintegration activities for affected children including girls and women with the support of GBV specialist.
- In close collaboration with the Information Management Specialist and Officers ensure robust data collection to capture the number of beneficiaries reached by the programme and the impact of the programme, including management of the evaluation of the programme.
- Facilitate the training of and ongoing support for state and non-state actors, including community volunteers, on the reintegration of Children Associated with Armed Groups (CAAFAG).
- Facilitate the training of military and security personnel on child protection and engage in advocacy on the handover of children from military authorities to civilian authorities.
- Manage the children associated with armed groups programme, including ensuring timely implementation of activities, timely reporting to the donors, compliance with visibility requirements and compliance with internal UNICEF procedures and processes.
- Support and assist to implant Action Plan with None State Armed Groups (NSAG) including documentation, verification, separation, and reintegration.

To Qualify as an Advocate for Every Child You Will Have
- An Advanced University Degree (Master’s or higher) in Social Work, Social Science, Development Studies or its equivalent is required.
- Relevant training and experience in a related field will be considered
- Minimum of 5 years demonstrable professional experience in implementing Child Protection and social and economic reintegration in emergencies including CP case Management required.
- Proven ability to work independently under difficult conditions.
- Excellent communication and advocacy skills.
- Experience in Management of mutliple grants including EU grants.
- Fluency in written and spoken English is required.
